Flavonoid drugs extracted from plants offer various benefits to the human body but suffer from low solubility and bioavailability. They have many advantages in biomedical application field, but their low solubility limits their application in the body. In this study, we aimed to enhance the solubility of Quercetin using the hydrophilic polymer and the surfactant. The substances were mixed under wet conditions, and their physical interactions were confirmed through SEM, FT-IR, TGA and XRD analyses. We also identified the appropriate mixing ratio of Drug, polymer and surfactant to improve Quercetin's solubility and release behavior from the carrier. For their tissue engineering applications, the drug release behavior was controlled by the materials, and the effect was verified by evaluating the proliferation and differentiation behavior of cells.
